Abstract: Evaluates effectiveness of strategies by first describing relationship between individual measures aimed at controlling behaviour and aggregations of measures comprising strategies. Then outlines number of characteristics of strategies considered important for evaluation. Concludes with discussion of four criteria with relevance for effective strategies as possible components of conceptual evaluation.
