Abstract: Historical phases do not match those of rest of Europe. No real trading posts were developed before 17th Cent. Despite this, there was some development, in sense of "dense places" with no more than 50 m between houses and at least 200 inhabitants. In 1875 such places were 30% in Finnmark, 11% in Troms and 4% in Nordland. By 1950 figures were 49, 30 and 26% against nation's 51%. Mining and fishing commuunities stagnated or retreated, but services and administration grew. Yet depopulation of small communities slowed down, with better communications, tunnels, bridges and ferries. Two other characteristics are tension between tradition and modernity, as in building, and ethnic and international stamp, shown in up-to-date fashion, multiligualism, and in particular Kven community.
