Abstract: Topic treats Saami and Norwegians alike, and discusses boat fishery regulation before introduction of 1990 version. Fishing grounds were linked to land base. Even disputes show that there was sense of rights, which come under three heads and also depend on type of fishing. There were good reasons for not fishing every day, despite potentially large takings. Effects of quota systems are described, particularly on using full capacity of boats and on changing distribution of activity among fishermen - more now come in middle group. Regulation forms vicious circle, making itself essential.
