Abstract: Author spent year in Ullsfjord, where bureaucracy and 1980s crash in cod exerted stranglehold on remains of fishing community. Fishermen realise that they have practical expertise, undervalued by educated bureaucrats. Norges Fiskarlag is supposed to represent their interests, but its membership is too inclusive; it once supported them, so they tend to stay with it. Political parties also promise to help, but are blocked at county level. Bureaucratically organised, well intentioned, discussion is not carried on in way population understands. Author notes some ways communication could occur.
