Abstract: Paper concentrates on formal regulations. These are not new. In 1700s in Finnmark fjord fishery was limited to local line setters, but in 1800s liberalisation took over. Then c. 1900 regulation powers went to fishermen around Lofotens. Fjord districts were also supposed to pass powers to councils, but Trade Department gave only weak support. This was improved by law of 1958. In 1990s two processes dominated: biological research into cod population, and debate on Saami rights to sea fisheries. Political clout is essential - quota system of 1990 showed how few rights fjord fishermen had.
