| Abstract: | Under concept of The Commons, paper considers fjord-fisheries, where knowledge and skills were passed down, net and line places were owned, but some species were common. Technical and social changes led to pressure on resources and eventual regulations. Latest ideas would leave even less for local population. Reindeer herding regulation has to recognise seasonal grazing grounds and groupings, with changes in siida. Despite long interest in herding, administration never noticed these. Subsidy policies and government attitudes to land ownership have led to extravagance; former controls can not be reinstated, so new, sensible ones are needed. |
