Abstract: It is shown that upper hybrid waves generated by HF heater wave in Tromsø heating experiments can excite oscillating two stream instability near upper hybrid resonance layer of heater wave. Sidebands of instability are oblique Langmuir waves, which can be excited in milliseconds and have broad angular distribution. Analyses show that wavelengths of Langmuir waves have upper bound, and explain why zero offset frequency plasma line has been detected by EISCAT 933 MHz radar but not by EISCAT 244 MHz radar.
