Abstract: Author backs "chaos" or "round table" model of current situation in European North. He gives lists of actors and interest groups in 1990s and in Cold War days, at levels of sub-national groups, nations, NGO's and inter-governmental bodies. Conflicts at all levels need political skills and compromises, as no objective measure for resolution exists. He gives examples of Military vs Environment and of Forestry vs Conservation, in which numerous NGO's and local groups are involved.
