Abstract: Author considers security dimension of future European North, based on security situation in mid-1990s, described after setting main theoretical, philosophical and geographical context. Differences in living standards, bases and nuclear rubbish on Kola Peninsula, immigration (less than feared after end of USSR) and crime are main threats in region. 1997 report to Finnish parliament is referred to, in which threat model has three levels, and Finland expects to improve its arms technically. Changing NATO and Russia are expected to settle to new, still suspicious, equilibrium.
