Abstract: | It was established in 1990, following annual decline in population in eighties. Barents Sea cod fisheries had collapsed. Zone concessions included exemption from payroll and investment taxes, reduction in some personal taxes, and various subsidies, introduced by conservative government. Measures were to be permanent, to allow planning by firms and individuals. Now unemployment is down to 8%, with both public and private sectors gaining workers. Coastal Finnmark and Nord-Troms did not do well. Out-migration continues. Abundance of new organisations, including EU, makes future adjustments harder to agree. |
