Abstract: Article focuses on question, whether or how far idea of Barents Region has come true. First section outlines some historical background to socio-economic features of region, second lists objectives of BEAR organisation, and third examines how far institutionalisation has gone in region. Problems on Russian side are examined under several heads. Organising of institutions is seen from viewpoints of financial difficulties, land rights and environmental hazards and management, labour mobility, change from isolation to information web, and know-how. Finally, figures are given for population in 8 counties since 1900 and for cross-border travel in region.
