Abstract: Article discusses links between accounts of municipalities and that of central government, using model with two types of solution, one of which can show results of change in one or more assumptions. Dependency on imports is severe problem. Municipalities can be helped if business structure diversifies, or if bloc grant system (very complex) can be changed to counter economic cycles.
