Abstract: | Report of Congress of Association of Polar Cities and Cities of the Far North. Discusses problems arising from new territorial classification of Russian North. Proposal has been put forward to categorise only regions above latitude 60 deg. N. as part of Russian North. Gennady Luzin, director of Kola Science Centre, argues that Sakhalin should be listed with northern regions and given same status on basis of its difficult climate and seismic activity. |
