Abstract: Describes attempt by Soviets to achieve at least de jure recognition in world by setting up trading links. These were hampered by inefficiency, question of compensation for seizures during revolution and problem of goods on order and lying in Norwegian ports. In North, some private enterprise had begun to revive coastal trade. There was severe depression after wartime supplies were no longer needed, and some hunger, though not on Russian scale. Seven Norwegian vessels brought fish to Arkhangel'sk in 1020 and timber was exported. Norwegian ships dominated sealing in Russian waters.
