Abstract: Describes northern aspects of Norwegian foreign policy in terms of individuals such as Sverre Jervell and Jens Eversen, of ad hoc reactions to apparent threats to livelihood and security and of NATO alliance. Includes late ratification of International Law of Sea (because of coastal and Barents Sea fisheries), worries about arms buildup along Kola Peninsula, Svalbard Treaty and post-WW2 Russian threat, treachery of Eversen's secretary Arne Treholt. Author is editor of Tromsø's "Nordlys" and concludes that both majority community and minority - Saami - have been de-politicised by developments in North with changes such as end of Cold War and BEAR. Svalbard is unique - sysselmann has exceptional powers.
