Abstract: Describes Women, Care and Democracy (KOD) Project in Sweden's five northern counties, designed to monitor and document progress of several rural projects, to find out how to give guidance and create networks, and to meet local authorities constructively. Women's projects often link functions unconventionally. Most energetic movers are often returners, who believe in rural area's future. Funds and media attention confer status. Independent mentor often helps persistence. Activities tried included accommodation for elderly, preschool, independent school, and patient-owned health centre. All encountered hostility from civil servants and politicians. Goals were revised; better understanding of municipal organisation was needed.
