Abstract: | In early 1990s author studied women in Västerbotten and evaluated course of training for cultural workers in Barents Region. Aim was to increase attractiveness of region for immigration. First study revealed that women's goals were realistic, but that those who left area did not expect to return; half of those living there had at some time considered leaving. Adult education and libraries were important. Second, on "live wires", found resistance to those who challenge men and much red tape hampering small companies. This comes from local authorities besides law, even when women see better ways of acting locally. Article ends with author's attempt to modify her initial theories in light of results of studies. |
