| Abstract: | New laws on mineral exploitation are comprehensive of precious, industrial and constructional minerals. They cover prospecting, developing and producing phases, in two categories: "mutbare" (claimable) and other minerals. Various land uses preclude any mineral development. Saami reindeer herders are specifically mentioned, so far, only in Finnmark. Here, Saami rights are to be designated in regulations rather than in law - which means that they can be changed more easily. Other areas will be regulated when Saami Rights Commission has reported. |
