Abstract: Chapter seeks to identify and clarify European dimensions of environment and to point out some consequences for organisation of environmental cooperation. Despite EU ambitions, BEAR is largely at disposal of nation states because of security aspects, southward business links and large part played by non-productive, social employment, financed from centre, in Finnoscandia. On Russian side there are boom towns and wilderness, plus large naval presence. Overlapping regimes - AEPS and Rovaniemi Process among others - and four models of regional cooperation on environment are described.
