Abstract: Struggle is going on between forces of continuity - nuclear weapons, strategic elements and naval tradition - and those of change - end of Cold War and new military doctrine of Russia. Region is multi-use, with varied interests of nations, blocs, international companies and indigenous peoples. Komsomolets fire and sinking left problem of local contamination, and cost of tackling it and of other decommissioning, and question of who should, or could pay.
