Abstract: Reality is full of conflicts of interest, and consensus is fallacy - what is needed in peaceful conflict management and resolution. Since Cold War, conflict is between national interests and those of indigenous peoples. Regionalisation is discussed in various European forms, crossing different types of border, and includes Blue Banana. BEAR is state-run, chief regional state being Norway - Finland and Sweden are more or less non-existent. Russia, on other hand, has to give importance to Kola (where 80% of Calotte live), as it has lost military bases in Baltic and Black Seas.
