Abstract: Conference in Murmansk discussed joint Saami convention, Arctic cooperation and representation in regional Barents cooperation. Saami and other Indigenous People's Conferences were held together. No Russian law protects indigenous peoples (which includes Nenets here) or their hunting, fishing and herding. Presidential decrees are evaded in many ways. Saami Conference wants better protection for fishing along Tana River. Legal status of Finnish Saami improved markedly in 1995-96, but new definition enables almost all Finns to be Saami. So conference wants old definition back.
