Abstract: Article questions state administration's conclusion on developing advisory system to place cultural barriers between pastoralists and scientists. It also questions value of excluding social organization from discussion. Historical conditions from WW2 for restructuring herds in South Saami region are described. Fact that pastoralists made decisions is crucial. In North, state adopted role of tutor. Confidence must be regained if cooperation is to be established.
