Abstract: | Author considered development of reindeer management, especially in inner Finnmark, partly by applying Common Property Theory as frame of reference when considering overgrazing. He found that it could not detect or explain important differences, nor construct viable solutions to real problems of "commons". Reasons are that Saami pastures did not have open access, and that "tragedy" is too strong a concept. However, government policy of 1970s led to runaway overgrazing. Wrong interpretations may lead to supporting corporate or government interests rather than indigenous interests. |
