Abstract: Conference was opened with loud joik by Russian Saami woman. Her compatriots were hungrier than in WW2, with winter still to come. Articles describe political conditions in Russia, Barents indigenous people's conference, frontier matters such as salmon on Tana river, too loose definition of Saami in Finland, relation to ILO Convention 169, Saami and Arctic Councils, government threats of gigantic works in Kola, selling of fishing rights and changes in reindeer-herding there, and many social problems.
