| Abstract: | Considers forms and methods of state regulation of Arctic resource development. Analysis of documents used in long-term economic prognosis, regional projects and indicative planning shows both positive and negative aspects of system. Elimination of system's shortcomings requires creation of realisation mechanism of legislative and other standard acts as well as elaboration of scientifically based methodology of territorial development regulation. Paper originally presented at Arctic Opportunities Conference, September 12 - 15, 1994, Rovaniemi, Finland. |
