Abstract: Article describes situation before and after Jurex report in 1950. Importance of local knowledge on part of magistrates and lay assessors was repeated in 1967 Law Committee report and again in 1990 at magistrates' meeting. Greater technical may require professional qualifications at lower level courts, but not yet - Canada and Alaska show defects of such change.
