| Abstract: | "Fragmentation" refers to ownership of land and salmon-fishing rights on banks of Tana/Teno/Deatnu River, which forms border between Norway and Finland. Contrast between western and eastern sides in striking - cabin- building on east looks unrestricted and banks are so crowded that in popular spots one's "turn" may be for only 15 minutes. 42% of Finnish population consider themselves to be sport fishers. Author considers that to give original Saami owners rights and fair income, laws are going to be needed. 1996 "Article 7" limiting fishing numbers seems to be in right direction. |
