Abstract: Ecological crises in 1980s were accompanied by changes in fishery system. Modern fishery establishments in towns and large ocean-going vessels compete effectively for resources. In most peripheral fishery communes there is cultural resistance to large vessels. Some seek to develop tourist trade. Article concludes that fisheries can no longer contribute to development in former way.
