Abstract: Attitudes to islands and changes in importance as catches became exhausted were reflected in terminology: mare liberum, m. clausum and terra nullius. Conference of Norway, Sweden and Russia in 1910 set up convention and was followed up in 1912 and 1914. Article gives membership of eventual commission after 1918 and explains some implications of Norwegian sovereignty, particularly in regulating mining, nature conservation, defence and fishing zones - unique case of international rights on national territory.
