Abstract: Book studies place Norwegian ethos and symbols of state have in Saami thought. Two events occurred during author's time: Saami hunger strike in 1979 in front of Storting over Alta Dam project, and King Olav V's opening of Saami Assembly in 1989. History of Norway in 20th Cent. shows strong sense of nationhood, which twice rejected EU. Saami identification was legalised by electoral rules for assembly. Question of who can wear Saami dress (gak'te) is controversial. Norwegian national movement around 1900 was parallelled by Saami one under Isak Saba and Anders Larsen, and Laestadianism has its sense of solidarity for Saami. Part II studies mixed population in coastal Troms. Part III discusses role of associations in Norway, their internal debates, and similar ones elsewhere.
