Discusses roles of International Tanker Owners Pollution Federation; Council of Managers of National Antarctic Programmes; and Standing Committee on Antarctic Logistics and Operations. Assesses importance of navigation experience of ships' officers; use of non-persistent fuels; shipboard contingency plans; hydrographic charts; procedures and contingency plans for oil transfer and storage at stations and bases.
