Abstract: Fundamental question is who shall decide on use of land and sea resources? - fish, water power, cultivation, pasture, ores and timber. Concession Law of 1909 focussed on central political question after Norwegian independence. Hydro-power was early resource to be speculated on. Concession Law specified that after some years such power should revert to State. Alta case raised same controversy, but for different population - Saami. Who should decide in such case, Storting or Sameting? Other cases are considered.
