Abstract: Two questions are asked: how can security approach be conceptualized? what are practical implications? Author answers by choosing three problems: whether security is issue or dimension (Norway's position) ; unit problem; and problem of change. Security is seen as primarily for State, but some communities such as Saami can be approached as security subjects. Predictable change seems to be basic aim.
