Abstract: Paper analyses new Norwegian security thinking as realized in establishment of Barents Region. How can security approach be conceptualized theoretically? What are practical implications? Answers focus on three problems: whether security is issue or dimension? unit problem and problem of change. "Traditionalist" and "revisionist" positions on each are elaborated. Indications are found of Saami and other non-state communities as security subjects.
