Abstract: | Expansion of EU into Arctic areas and up to border of Russia gives integration two new dimensions. Nordic regions need to link better to core regions of EU. Russian dimension is volatile. Some Russians see need to create de facto equality, with unity in diversity (not Soviet case). Nordics have trans-border regions for co-operation, but little effect. Barents has money planned but not given; north-western Russia has money allotted. This will probably link it mainly with international market centres. |
