Abstract: Introductory chapter starts with new political setups, end of Soviet Union and (less influential) extension of EU. Regions concerned are Baltic and Barents. In latter security, ecology and economy are driving forces. Population is mainly very spread, but with sizeable towns in NW Russia, where economic prospects are gloomy. Concept of "region" is discussed and region building compared with previous active nation building.
