Abstract: Study describes changes in past regime from Framework agreement 1975 and Mutual Access agreement 1976 expanding Norwegian 200 mile EEZ and procedural ground for reciprocal fishing. Third key agreement is Grey Zone agreement 1978. Bilateral "protocols" are then drawn up, which Norwegian authorities insist are recommendatory only. Whole is nested in set of wider relations. Since 1990 effectiveness is marred by "loophole" used mainly by Icelanders and Faroese, some under flags of convenience; research effectiveness has been altered for better and worse by changes. Regulation is more effective than before. Compliance control has been substantially continuous but needs to be stronger.
