Abstract: Article describes reasons for enlarging park area in North Sweden and various conflicts of interest involved. "Allemansrätt" of use gives some principles, but also leaves space for private rights, which may in individual cases require recourse to courts. Zoning into levels of access has been proposed, but author considers territorial (local) approach highly advisable, in view of large population of Kiruna already using area recreationally.
