Abstract: Average temperature is -11°C at Air Base, constructed in 1950s. Hangars, built on 3 m of non-frost susceptible material and with underfloor ventilation, have suffered from continuous foundation collapse. Major factors were: inadequate foundations; water flows; and thermal transmission. These interact. Nine permafrost repair solutions were investigated technically and economically and empirical risk evaluation was executed.
