Abstract: | Author takes stock of five years of Russo-Norwegian cooperation on environment embedded in several international agencies. Joint Commission has been main means of coordination, with new agreement signed in 1992. Thorough research programme sought to establish critical loads for various ecosystems and to understand causal relationships between human activities and environmental destruction, especially in case of heavy metal industry in Kola. Although this is not high on list of Russian polluters, foreign interest should increase power of Russian environmental bureaucracy in tackling it. |
