Abstract: Author sees current unsettled as opportunity for launching new habits - regional cooperation as against old Russian and Soviet centralism - and new attitudes to democratic decision-making, to bourgeois capitalism and to role of armed forces. All these go against habits of absolutism and decades of communist indoctrination. In Kola in particular attitudes were strengthened by large mineral resources and strategic importance of Navy, both with strong direct ties to centre.
