| Abstract: | Describes "time of extraordinary challenge" in Saami affairs, with Saami councils in three Nordic countries, chaos in Russia, decreasing numbers involved in herding, rapid growth of tourism, flight from use of Saami by children (partly compensated by language rights and mother-tongue education), nuclear fall-out (much pre-Chernobyl), hydro-electric schemes, timber felling, loss of rights by women and loss (in Sweden) of hunting and fishing reserves, conflicting goals of Saami themselves. Important point is that "Saami should be allowed to make their own allocations" within framework of their rights. |
