Abstract: Addresses problems arising out of 'admission procedure' adopted by original signatory states when faced by first application of acceding state for consulative status, and applied ever since. Considers forms of scientific research activities to be conducted by acceding state in order to meet requirements of Antarctic Treaty. Concludes by discussing issue of limited participation in Antarctic Treaty decision-making process and criticism it has attracted from non-Consultative Parties and states not acceding to Treaty.
