Abstract: Saami Rights Committee, started in 1980, published its first report in 1984, and led to establishment of Saami Parliament. Second report, leaked in 1993, confirmed state's rights to land and water in Finnmark, on grounds that Saami had no legal basis in either Norwegian law or under ILO 169. Article describes nature and behaviour of Committee, with statements from chairman and others. Similar cases from Australia and Canada are quoted because of their significance for international law. Political dilemma is to secure rights for Saami while emphasising joint interests non-Saami population.
