Abstract: Article is plea for knowledge-based development on periphery of industrial world. Author accepts that no one power centre can make efficient decisions without bad consequences - not even indigenous peoples in their areas - but that many agents of change working together in social system can deliver goods and do so sustainably. Labrador is given as case study - not of success but of developing process that need not inevitably follow course of degradation to bitter end.
