Abstract: Instead of assessing risk in terms of magnitude of flood and possible costly damage, it would be cheaper to apply methods to prevent outburst floods by controlled lake drainage and even to make use of this water. Several techniques of draiange are discussed and compared with advantages of hydraulic siphon technique, which is described in some detail.
