Abstract: Saami Rights Committee made its first report in 1984, leading to new Saami Act. "Klassekampen" has leaked report of a sub-committee of SRC, stating that Saami have no legal basis for territorial claims in Finnmark. Notion of "native title" to land and natural resources is in English Common Law and hence in United States and some Commonwealth law. As it develops, International Law is influenced by decisions taken in individual countries. It has aspects of case law. Norwegian Chief Justice has agreed that fishing rights of indigenous peoples upheld in Canada and Australia apply in Norway.
