Abstract: Author describes basic climate - temperature, wind, permafrost - and man's impact, especially on discontinuous frost zone but also when permafrost areas are brought artificially into that class. He gives example of Norilsk as case of good building practice, where after three to nine years temperature was lower than in original tundra, and pleads for geographers to contribute to protection.
