Abstract: Data on frost penetration, soil type and pavement structures at 19 Canadian airports and 12 other locations on Saskatchewan highways were reviewed and analyzed, and simplified relationship between frost penetration and air freezing index was calculated for each installation and for each winter for which records are available. Results show that values for λ coefficient and correction coefficient for converting air freezing indices to surface freezing indices can vary considerably at same location from winter to winter.
